About quotation marks
Every language punctuates speech differently: English curves its quotes, French angles them (« »), German lowers the opening mark („), and several languages corner theirs (「 」). Unicode encodes them all as distinct characters.
The straight typewriter quotes (" ') are the ambiguous ancestors — one character for open and close in each size. The curly pairs ('' "") are unambiguous and are what publishing uses; mixing the systems in one document is the visible tell of pasted-together text.
